Raw-Product Purchase Area

    Giving traditionally much attention to the quality of processed milk, the Company, one of the first among CIS companies, started implementing successfully projects for the development of a raw-product purchase area. These projects envisaged technical and information / consulting support of farmers and small agrarian firms. Investment of nearly 1.5 million US dollars in manufacturing and installation of 20 new milk collection stations (MCS) with cooling tanks of 1.8 to 3.6 tons in well-proved localities enabled Balta Dairy Plant (BDP) to procure additionally a substantial amount of milk from the private sector in Odessa region. Each MCS is an independent module with its own electric and water supply system, earthing and lightning protection, with a plant for washing the equipment without dismantling, rinsing and drying milk suppliers' cans, mobile telephone communication, computers for accounting and for making out reporting documents, laboratory for express-analysis of the quality of milk supplied. Operators employed with BDP took a course of specialized training and worked on probation abroad. The project was implemented in 1999 to 2000 in cooperation with Citizens Network for Foreign Affairs (CNFA) with the assistance of United States Agency of International Development (USAID) and has been recognized as the most successfull project among those implemented in Ukraine in the field of agroindustrial business.

   38 milk collection stations were put into operation totally in 2001.

   The program of direct relations between the Plant and milk producers enables the Plant to make fair settlements with milk suppliers, the amount and quality of milk supplied being taken into account.

    Pursuant to Resolution No 1389 of the Cabinet of Ukraine "On Provision of High-Quality Products for Nutrition of Children, Promotion of Home Production and Sales of Such Products" of September 6, 2000 budgetary funds amounting to UAH 2,030,000.00 are allocated to BDP in 2001 for granting state subsidies to agricultural consumers for ecologically pure milk sold by them and used to produce food for nutrition of children.

   In accordance with Law of Ukraine "On State Budget of Ukraine for the Year of 2001" and "Regulations on Use of Budgetary Funds for Granting State Subsidies to Agricultural Producers with All Forms of Property" (Joint Order No 133/241 of Ministry of Agro-Industrial Complex of Ukraine and Ministry of Finance of Ukraine of May 21, 2001) an additional payment in the amount of UAH 240.00 per ton of milk of at least 1st grade according to GOST 13264-88 "Cow Milk. Purveyance Requirements" is envisaged.

   The offer of an incentive to milk suppliers by BDP and the state support favoured the socio-economic climate in the region, drew the local people to an active milk business, and, generally, resulted in a genuine revival of the cattle breeding and growth of the neat cattle population in the area of purchase of milk by BDP (Odessa, Vinnitsa, Nikolayev regions).
